Over 30 years’ experience as a leader and manager in program and project management, communications, public relations, and history throughout a 22-year military career and over 13 years in the private sector supporting contracts for the Federal Government. Kirk has extensive experience managing Department of Homeland Security (DHS) portfolios. He has served in a number of leadership positions for private and charity organizations, such as President of the UMGC Alumni Association, Chair of Virginia Masters Swimming, and served on multiple associations’ Boards of Directors. He is often a requested speaker and panelist on a variety of subjects and engaged in UMGC’s Mentorship programs. Kirk authored The Treaty on Open Skies, published in 1999 in both the English and Russian languages.
